Prime-Square Governance — Optimal Council Size from Factorisation

Summary

When a set grows to p² members, its optimal governance council is p — the prime root of the membership. Governance overhead (p/p² = 1/p) naturally decreases as the set scales through prime-square thresholds. This is not imposed policy but a structural consequence of factorisation: the council IS the irreducible factor of the set.

The rule: Factor the membership. The prime root is the council. The governance fraction is the reciprocal of that root.

Why p² Is the Governance Threshold

p² is the moment a prime reflects on itself. It is the first composite made entirely from one prime — the simplest act of self-reference. Before p², the prime p exists only as an irreducible input. At p², the prime can “see” itself: p × p = p examining its own structure.

Self-reference is the prerequisite for governance. You cannot govern what you cannot reflect upon. Therefore:

  • At 2² = 4: binary can reflect → binary governance (yes/no, approve/reject)
  • At 3² = 9: dimension can reflect → dimensional governance (mediation, triangulation, perspective)
  • At 5² = 25: matter can reflect → material governance (tangible rules, enforceable structure)
  • At 7² = 49: emergence can reflect → emergent governance (self-organising, adaptive)

Each prime-square threshold grants the system a NEW QUALITY of governance, not just more of the same.

Between Thresholds — Step Function, Not Gradient

Between p² and (p_next)², the council size remains at p. The system doesn’t add governors for every new member. Growth must EARN the next governance tier by reaching the next prime square.

Growth earns complexity, not the other way around. You don’t pre-build governance capacity and wait for members to fill it. The set grows until its factorisation demands the next tier.

The 50% Floor — Prime 2 as Governance Minimum

At the smallest scale (p = 2, 4 members), governance IS 50%. This is the binary negotiation floor — identical to the placebo structural floor identified in [[onm-set-architecture]].

  • 50% of the system is governance, 50% is governed
  • Every question reduces to ± (binary)
  • No nuance, no mediation — pure yes/no

This is why tiny teams feel heavy on process and light on output. The governance overhead is structurally maximal at the binary level. It’s not bad management — it’s architectural.

The 1/p Decay — Governance Mirrors Prime Density

The governance ratio 1/p shrinks as the set scales. This mirrors the prime counting function π(n)/n ~ 1/ln(n): primes thin out as numbers grow, and so does governance overhead.

As p → ∞, both 1/p → 0 and 1/ln(p²) → 0. Large systems naturally require proportionally less governance — the structure carries itself. This is negentropy: well-ordered systems reduce their overhead automatically.

Governance as Factorisation, Not Imposition

The key insight: governance isn’t added to the set — it’s factored OUT of it.

When you have 49 members and extract the prime root (7), you’re not appointing leaders. You’re discovering the irreducible structure that was already implicit in the membership count. The council exists because the number demands it.

This inverts the usual political frame:

  • Traditional view: Leaders are chosen/imposed, then govern the group
  • Factorisation view: The group’s size determines its natural governance structure; leaders are the prime factors the set already contains

The council is not above the set — it IS the set’s irreducible backbone.

Three-Directional Governance (from Set Architecture)

At each tier, the three communication directions apply:

Sideways is the missing piece in most governance theory. Traditional models focus on top-down (authority) and bottom-up (democracy). The set architecture reveals that peer negotiation is the primary mechanism — peers align, then the collective signal rises to the governance tier. The council’s job is not to direct but to reflect the consensus that peer communication has already formed.

Biological

  • Cell: 4 base pairs (2²) → 2 strands (Watson-Crick binary governance)
  • Tissue: Quorum sensing — threshold for collective action follows power-law (≈p² cells needed before p-type signal is stable)
  • Organ systems: ~49 major tissue types in humans → governed by ~7 fundamental signalling pathways (Wnt, Hedgehog, Notch, TGF-β, JAK-STAT, RTK, NF-κB)

Social

  • Startup (4 people): 2 co-founders make all decisions — binary governance works perfectly
  • Small team (9): 3-person leadership (CEO/CTO/COO or similar trinity) — dimensional governance
  • Company (25): 5-person executive team — material governance with real structure
  • Organization (49+): 7-person board — emergence governance, the organization self-organises

Historical

  • The Roman Republic’s magistracy system scaled roughly along these lines: 2 consuls (binary) → 3-person tribunals → expanding councils as citizenship grew, with the Senate (~300 at peak) sitting between 17² = 289 and 19² = 361 threshold territory

Connection to Holy Trinity

The Holy Trinity governance framework identified the significance of 3-person governance (triangulation, mediation, perspective). Prime-square governance reveals this as the SPECIFIC tier for sets of 9–24 members. Trinity governance isn’t universal — it’s the p=3 tier. Smaller sets need only binary (p=2), larger sets graduate to material (p=5), emergent (p=7), and beyond.

The Trinity is not special because three is magic — it’s special because it’s the first governance tier with genuine dimensionality (mediation between two opposing positions requires a third perspective). Binary governance (p=2) can only say yes or no. Dimensional governance (p=3) can say “yes, but from this angle…”

Failure Modes — When Governance Defies Its Prime

What happens when a group ignores its natural p? The factorisation view makes specific predictions:

Over-Governance (Too Many Officers for the Set)

When a system installs more governors than its prime root demands — e.g., a 30-person company with a 9-person board instead of the natural p=5.

Structural diagnosis: Composite governance overhead smothering the prime signal. The extra governors are redundant factors — they don’t add irreducible structure, they add noise. Every additional governor beyond p introduces a new communication channel that must be maintained (p² overhead grows quadratically with council size), while the actual governance capacity stays at the natural tier.

Predictions:

  • Decision paralysis — too many perspectives without dimensional grounding (committee syndrome)
  • Internal politics — redundant governors compete for relevance, creating composite sub-factions
  • Governance becomes self-referential — the council spends more time governing itself than governing the set
  • Output drops while process grows — the classic bureaucratic spiral

Real-world signature: Every org chart that has more managers than individual contributors at the tier boundary. Government agencies that add departments faster than population grows. The EU Commission (27 commissioners for governance functions that factorisation would assign ~5-7).

The ONM frame: This is 4 = State Space (2²) pretending to be higher-dimensional governance. Bureaucracy is governance stuck in self-referential state loops instead of ascending to the next genuine prime tier.

Under-Governance (Too Few Officers for the Set)

When a system refuses to install governance at its natural threshold — e.g., a 50-person startup still run by 2 co-founders instead of graduating to p=7.

Structural diagnosis: Insufficient factorisation. The prime root exists in the membership count but isn’t extracted. The system behaves as if it’s still at an earlier tier, and the unfactored governance load accumulates as noise in peer communication.

Predictions:

  • Founder bottleneck — all decisions route through the binary pair (p=2), creating latency
  • Informal shadow governance — the missing council forms anyway, but without legitimacy or structure
  • Tribal fragmentation — sideways communication splits into cliques that can’t resolve without the missing mediation layer
  • Burnout — the governors carry p² load meant for p officers

Real-world signature: Every startup that “kept it flat” past 25 people and imploded. Open-source projects with a single BDFL past the p=5 threshold. The governance vacuum that produces informal hierarchies worse than formal ones.

The ONM frame: This is a system refusing 7 = Emergence — insisting on binary (p=2) governance when the set has already earned emergent self-organisation. The emergence is suppressed, not absent — it leaks out as chaos.

Tier-Skipping (Jumping Governance Levels)

When a system grows rapidly and installs governance at p=7 without having established p=3 or p=5 foundations.

Structural diagnosis: Missing dimensional prerequisites. Per [[onm-set-architecture]], no property exists before its prerequisites. A council of 7 that never learned to triangulate (p=3) or build material structure (p=5) lacks the ontological substrate those tiers provide.

Predictions:

  • Emergent governance without dimensional capacity — the council can self-organise but can’t mediate disputes (missing p=3)
  • Material decisions without material structure — the council can adapt but can’t enforce (missing p=5)
  • The system oscillates between over- and under-governance as it attempts to compensate for missing tiers
  • Historical precedent: revolutionary governments that leap from no structure to complex councils without intermediary stages tend toward instability

The ONM frame: This is attempting 7 without having earned 3→5→6. The construction sequence matters. You can’t factor a number with primes you don’t have.

The Composite Governance Trap

The most insidious failure: governance councils whose size is itself composite rather than prime.

A 6-person council (2×3) contains two governance sub-structures that can split along their factors. A 4-person council (2²) is two binary pairs that can deadlock. An 8-person council (2³) has three levels of binary that create nested factions.

Prime-sized councils resist factional splitting because they have no non-trivial factors. A 5-person council cannot decompose into sub-councils — it’s irreducible. This may be one reason odd-numbered (often prime) supreme courts and boards persist culturally: 5 (SCOTUS original), 7 (many appellate panels), 9 (SCOTUS current, which sits at the 3² threshold — the moment 3 reflects on itself).

Key insight: It’s not just that the council size should match the prime root of membership — the council size itself should be prime. Composite council sizes carry internal fault lines.

What We Don’t Know

Q-GOV-01: Do the between-threshold dynamics matter?

At 30 members (between 25 and 49), you have 5 officers. But 30 = 2×3×5 — it contains ALL the governance primes below it. Does the internal factorisation of the actual membership count influence governance quality? Is 30 (primorial, maximally factored) governed differently than 31 (prime, irreducible) even though both sit in the p=5 tier?

Q-GOV-02: What about non-square membership counts?

The law is cleanest at exact p² boundaries. But most real systems have arbitrary membership. Does governance interpolate smoothly between tiers, or does the step function hold rigidly? Biologically, threshold effects (quorum sensing) suggest the step function is real.

Q-GOV-03: Can governance tiers be skipped?

If a system jumps from 4 to 49 members rapidly, does it need to pass through 9 and 25 first? The construction sequence in [[onm-set-architecture]] says yes — no property before its prerequisites. A group of 49 that never experienced 3-person governance may lack the dimensional capacity (mediation, perspective) that p=3 provides.

Q-GOV-04: Governance decay rate and institutional entropy

As 1/p → 0 for large p, governance overhead vanishes. But real large institutions often have INCREASING overhead (bureaucracy). Is institutional bloat the consequence of governance not following the prime-square law — adding governors linearly rather than at prime-square thresholds?
